Claudia Torres is the Senior WAP IIJA Manager at the National Association for State Community Services Programs (NASCSP). She leads national technical assistance efforts supporting states in implementing the Infrastructure Investment and Jobs Act (IIJA) within the Weatherization Assistance Program (WAP). Her work focuses on helping states navigate federal guidance, meet milestone requirements, and strengthen fiscal and compliance systems to ensure effective use of expanded funding.

Claudia facilitates peer learning initiatives, develops implementation tools and resources, and works directly with state administrators to align policy with on-the-ground operations. She is particularly focused on advancing measurable energy savings, improving energy security for low-income households, and strengthening long-term program capacity through thoughtful oversight and strategic coordination.
