Jerome Burke is a strategic operations leader with deep expertise in aligning people, systems, and processes to deliver large-scale public programs. As Everblue’s Portfolio Director, Jerome is instrumental in the successful implementation of the HOMES and HEAR rebate programs in North Carolina, Nevada, and Minnesota. He ensures that state partners, contractors, and training providers are coordinated and supported, while overseeing performance metrics, financial reporting, and stakeholder communication to keep projects on track and outcomes measurable.
Jerome brings over a decade of experience managing complex initiatives with high visibility and impact. Prior to Everblue, he served as Director of Hockey Administration for the Florida Panthers, where he managed a $130M budget, oversaw team operations, and led cross-functional initiatives including construction, compliance, and immigration logistics. His earlier roles as Chief of Staff and Director of Business Operations saw him driving company-wide strategic planning and budget oversight for $160M in operational funds.
With an MBA in Sports Management from Florida Atlantic University, a B.Com in Finance from McGill University, and a Chief of Staff certification from Oxford’s Saïd Business School, Jerome blends financial acumen with systems thinking—making him a powerful asset in helping states operationalize complex rebate programs quickly and effectively.
