Justin Walls

Weatherization Technical Specialist
State of Michigan, Department of Health and Human Services, Bureau of Community Action and Economic Opportunity

Justin Walls serves as the Weatherization Technical Specialist and State of Michigan Multifamily Project Lead for the Michigan Weatherization Assistance Program. In this role, he provides statewide technical guidance, multifamily project oversight, and training to support weatherization statewide. Justin holds multiple industry-recognized credentials, including BPI Energy Auditor, BPI Quality Control Inspector, State of Michigan Residential Builder License, Mechanical Contractor License, and the Certified Community Action Professional (CCAP) certification.
Before joining the state, Justin spent five years at a local Community Action Agency as a Weatherization Manager. During that time, he led both in-house crews and contracted teams on single-family and multifamily weatherization projects, gaining extensive experience in project management, technical
diagnostics, and quality assurance. His background in community action, field operations, and regulatory standards gives him a uniquely comprehensive perspective on program implementation and client-focused service.
