Salina Colon, Senior Project Manager at the Community and Economic Development Association of Cook County (CEDA), is an experienced leader in weatherization, energy efficiency, and community-based program delivery. With more than a decade of experience in field operations, strategic planning, and cross-functional management, I help advance initiatives that promote safe, affordable, and energy-efficient housing for underserved communities.
I am cross-trained across the full lifecycle of Weatherization programs—from intake and quality assurance to auditing, final inspections, budgeting, and file reconciliation—working both in the field and in the office. I serve as an auditor, final inspector, consultant, and trainer, including providing BPI certification training and testing. My multifamily expertise includes technical assistance for community action agencies in Illinois, Kentucky, and Indiana.
I am known for my collaborative approach, strong problem-solving skills, and ability to build productive relationships with contractors, partners, and internal teams. I hold a Bachelor’s degree in Criminal Justice from Saint Xavier University and maintain active certifications including BPI – BA (T) & (P), EA, QCI, HHE, IDL, MFBA, and IREC – NREL Multifamily QC Inspector. My work reflects a deep commitment to economic mobility, housing stability, and measurable community impact.
