Emily Lucas is one of the region's leading experts on the design and implementation of affordable housing, energy affordability, and sustainable housing initiatives. As the Director of Residential Programs, she coordinates home stabilization, energy efficiency, and rooftop solar services for low-income households through the Built to Last program. Additional responsibilities include overseeing PEA's Solarize Greater Philadelphia residential programs and PEA's Water and Service Line Protection partnership. Prior to joining PEA, Emily created one of Habitat for Humanity's initial home repair programs, creating a scalable model that influenced early Built to Last program designs. With a background in construction management, city planning, and sociology, Emily understands the importance of offering holistic program services when tackling the city's long-standing housing challenges.
